The Faculty Association and the District settled reopeners for the 2012-2013 calendar year, reaching agreement on January 11, 2013. The agreement was not signed until February 21st, after the Board ratified the agreement. The Faculty Association membership will be given an opportunity to ratify the agreement in early March.

​The negotiations team included Jim Chandler, Dennyse Clark, Cameron English, Judi Henderson, Kathy Pudelko, and Adam Wetsman.

​The Agreement

While quite long, the agreement does not include a great deal of significant changes. All agreements, including the current one can be viewed here.

​There were a few changes to Articles 4 and 8 of the Collective Bargaining Agreement related to part-time health care and other benefits. About a year ago, the District and RHCFA negotiated a change in the part-time health care pool, raising the amount from $20,000 to $35,000. There was some ambiguity as to who could participate in the pool. The current agreement specified that all part-time faculty who work 50 hours per year or more will be eligible. More ambiguity surrounded whether those part-time faculty working hourly assignments were eligible for bereavement leave and other benefits. The current agreement aligns such benefits for those working part-time (i.e. teaching classes) and those working hourly assignments.

​There were also modifications made to contract provisions that covered the Family and Medical Leave Act. The law had been updated, so our contract was changed to reflect the new provisions. In addition, there was a complete overhaul of the collective bargaining agreement with respect to faculty evaluations. The RHCFA and District have been working on revisions of this article for three years. Changes are relatively minor, with most relating to clarification and aligning timelines to the 16-week calendar.

​A few other minor details were included in the tentative agreement. The 2013-2014 calendar was approved. In addition, new faculty must turn in letters of verification of previous employment (important for placement on the salary schedule) prior to the beginning of the term or else they will not be placed on the proper salary step until the next term. Finally, the salary schedule underwent a minor modification. All steps and columns were filled out with dollar amounts instead of having them written in descriptive form. This was done to prevent any question upon retirement about what one’s final compensation was.

Next in Negotiations

The Faculty Association will be sending out a survey in late February asking faculty about the 2013-2016 contract. The results will be put forward at the March Faculty Association meeting, with a sunshine proposal going to the District shortly thereafter.
